Nowadays, in the knowledge-based economy time, human resources have already become the most valuable resources in the four kinds of resources (human resources, physical resources, financial resources and technological resources) which are indispensable to an organization. Consequently, each organization has increasingly attached more importance to the human resources management. And human resources management has obtained ideal effect in the enterprise. Therefore, many leaders of universities and colleges attempt to introduce the idea and pattern of modem human resources management into the reform of personnel affairs in universities and colleges. However, it has not actually obtained the anticipated effect. It is our responsibility to analyze the reasons and discuss countermeasures.In view of this, the paper firstly discusses the background knowledge and basic concept about this study. Then the second chapter analyzes the particularity of human resources, features of human resources management, as well as the problems existing in the management in domestic universities and colleges at present time. It points out that these problems result from complex factors, including concept, policy, and implementing process. However, the most important reason is that they have not formulated human resources planning scientifically and reasonably. Subsequently, it analyzes the function, task, and some overseas experience of human resources planning in universities and colleges. In the end, it tentatively attempts to formulate human resources planning in domestic universities and colleges. And it puts forward the principle, content, and procedure of the planning.The human resources planning in universities and colleges is a premise and foundation for human resources management to function effectively. The principle, content and procedure of human resources planning proposed in the paper have certain theoretical value and practical significance to the reform of personnel affairs in domestic universities and colleges.
