Mutual Research On The Relationship Between Political Culture And Talents Strategy Of Guangzhou

With the deeper of global economy, the powerful mechanism of universal development is changed from material capital to manpower capital. Talents are the key factor in competition increasingly. Talents quality,talents structure and talents scale immediately reflect the national science and technology and the national economic strength. It also needs talents that Guangzhou wish to take the lead in realizing socialist modernization, and becoming an international metropolis.Form the Eleventh Five-Year Plan period to 2020,It will be the key period that Guangzhou will become a economic center ,culture city, city with mountains and waters, and set up a metropolis which will lead the whole province, radiate South China, impact Southeast Asia. Harmonious Guangzhou depends on high quality talents. Scientific outlook on development demands Guangzhou bring out coordinated political, spiritual, and material civilization.Brain drains have aroused abroad attention of personages of various circles. But it is few papers that analyze brain drain from political civilization. The title comes from Professor Wei's 2005 Guangzhou philosophy social science development "tenth plan" program. I joined in the investigation and studied based on the survey. The thesis analyzes Guangzhou's brain drains from the influence of political civilization on talents, and bring forward Guangzhou's talent stratagem.The paper adopts the methods of literature searches, investigation and research, comparison and analysis, etc. First, the article introduces systematically the main contents of the theory of political civilization and Guangzhou's talents stratagem.
