With the implementation of the state policy of "national prosperity by science and education", the development of our higher education is increasingly an issue of intense focus among governments at all levels, people from all walks of life, institutions of higher learning, as well as students from colleges and universities. It should be noted that, in recent years, through the execution of a series of policies pertaining to higher education, such as enrolment expansion, school merger, colleges and universities have taken a giant, qualitative step forward in terms of scale and school conditions, It real carried higher education from "aristocracy education" toward the change of "popularize education". However, at the our country higher education keep on few years to develop quickly of in the meantime, also inevitably backlog not a few problems and antinomy. The most outstanding problem is that the expenditure of university and college is shortage, budget strain, and the development which can keep on is very weak. Under this kind of background, working hard to investigate and study the effective way of extending their scale, raising their beneficial and increasing their budget become the key of rapid and robust development of higher university. This paper shall focus and dwell on this topic.The research fixed position in common university and college, will make use of a great deal of data to estimate the scale of higher school in future. And then, this paper employs economic theories of scale economy and scope economy to analyze issues of scale and scope in developing schools. It concludes that, it's the demand of the development of national population and social economy to extend the higher schools scale. It should reap the optimal benefits possible in terms of scale and scope. That is to say, most of them are yet to fully tap their potential in extending their scale, and most of them may keep the exiting scale. Next, this paper employs the method of qualitative analysis and quantitative analysis to analyse the present and forecast the future of higher education investment. The author found that the higher education investment grew fast and the total amount increased continuously since the foundation of the country. The position of the financial expenditure in higher education investment is changing and the financial investment structure in education is becoming more reasonable. While the government makes great efforts to increase the investment to the ordinary high school, the families are investing more and more. The idea that the higher education is not a compulsory education which should be paid by the education is coming into being and the tuition becomes the second leading sources only after financial budget. However, with the quickening pace to recruit students in high schools, the investments for higher education still face a lot of contradictions which deserves to pay close attention. The contradiction between the aggregate demands for more funds in higher education and the insufficient investments is still serious. The operating expense per student appears obviously negative growth in recent years. The contradiction exists between the resident's bearing capability and the personal cost sharing mechanism which leads to the fact that multiple channels for funds have not appeared. So, the higher schools should effect educational investment via diversified channels and at the same time, raise efficiency in utilizing school resources through increasing income and reducing expenditure.This paper aims to purvey theory and knowledge to governments at all levels, especially those in charge of education, and college administrative personnel in analyzing school scale and conditions and offer instructive counsel in their determining school scale and improving school conditions.
