Minorities in Xinjiang have focused attention on the application of Chinese, primarily owing to the raise of more demands for minorities` basic education. It's very useful for minority group teachers to have both professional Chinese knowledge and abilities of its application. In order to cultivate citizens who can meet the variety of demands of society and also improve minority group teachers` qualities and Chinese abilities, bilingual courses are given in many primary schools and middle schools.However, teaching ability and language ability of bilingual teachers have become into the bottleneck problem for the development of bilingual instruction in Xinjiang. In this research, we intend to find the structure of teaching ability and training methods of minority group bilingual teachers through theoretical and qualitative research. we have gotten anticipated achievements through more than three months' practice.This paper consists of four parts.In the first part, the origin of the project, the significance of leading the project, the research summary and the research methods are introduced.In the second part, the definition of bilingual education and bilingual instruction, the difference between Chinese teaching and bilingual teaching, the history and the situation of bilingual teaching and the teaching ability structure of minority bilingual teachers in Xinjiang are introduced, then it showed that it's necessary for minority bilingual teachers to have some important teaching abilities.The third part is the part of case study. We have selected four Uighur teachers from primary schools and middle schools in Urumqi city. Through examining and interviewing them. we have concluded the disciplines that existing in the process of developing bilingual teaching ability of minority bilingual teachers.In the fourth part ,the quandaries which are in the process of developing the bilingual teaching ability of minority bilingual teachers and its counter plans are presented.The development of minority bilingual teachers` teaching ability requires energetic support from the schools along with the figures concerned. Currently, the shortage of the qualified bilingual teachers in Xinjiang imposes great restrictions on the development of bilingual teaching, therefore, it is essential for us to improve the efficiency of the training for minority teachers so as to promote the quality of the bilingual teaching for minority groups in Xinjiang.
