The foreign capital enterprises have experienced the glories stage more than thirty years. With the rapid growth of the economical system in China, the foreign capital enterprises have to face the brand new challenges and chances. 21st century is about a competence with human resources. The struggle for human resources has been put into first place when the enterprises are planning the whole picture of development in China. It's not difficulty to find that the mobility of labors is more frequently in the area of human resources collocation. The problems will not been ignored. Anciently, state-owned enterprise was paid more attention to its employees' turnover for its special status. The turnover in private-owned enterprises was emphasized for its quickly development and unhealthy mechanism. Nowadays, the foreign capital enterprises--the golden brand have come up against the turnover, which is worth of deeply thinking.Under this background, the paper will do some research on the turnover intention, and hope to provide the evidence of forecasting the turnover behavior. And it also provides the reference of maintaining the human resources and making advice on foreign capital enterprises 'growth. The author chose 160 employees as the analysis sample from 45 enterprises in 8 cities, which are Beijing, Shanghai, Tianjin, Jinan, Xi'an, Wuhan, and Zhengzhou. Some key factors , which influence the turnover behavior have been found. They are confluent culture, fare shake, job satisfactory, career growth, superior-subordinate relation, harmonious atmosphere, self-cognize, outer opportunity, individual quality, character and mentality, life attitude etc. One of the innovations the paper made is putting the character and attitude dimensionality into the model, which makes an all-around research. Furthermore, the turnover intention is dividented by three dimensions, whole turnover intention, short-term turnover intention and long-term turnover intention. By the analysis, three models, which are influenced by different factors, are built. The author also explains these rationally.By the analysis, the main findings are as followings: Firstly, the turnover problem of the foreign capital enterprises under China' culture background has its university and distinction. For employees in different enterprises, fare shake, job satisfactory and career growth are paid same attention, while confluent culture, superior-subordinate relation, harmonious atmosphere are the typical characteristic in foreign capital enterprises. Secondly, what proved by study is that employees' characters and value are indeed having the effect on turnover choices. So, it is finitely to solve the problem only inside the enterprises. The paper put forward the suggestions including turnover management and cross culture management to comprehend the problem.
