The Research On The Mechanism Construction Of The University Informatization In China

The informatization construction of universities has made great progress in China since 90s of 20th. However, it is still at the exploring stage in the mechanism construction, and this lagged condition seriously hinders the development of the university informatization. Therefore, a systematic study of the concept, content, objective and countermeasure of the mechanism construction of university informatization, has been an important subject in the current theoretical study of university informatization in China.The mechanism of university informatization is the common carrier of the informatization and higher education idea, and its function is to manipulate new technology power for the realization of higher education goal. It can be seen from the observation of the relationship of informatization mechanism and informatization construction by the developing stage theory of informatization, that the informatization mechanism is the essential requirement of the advanced stage in the informatization construction, the middle link of making the informatization innovation power from the technology to the idea, and the kernel content and the important achievement of university informatization construction.Nowadays, the mechanism construction of university informatization in China still exists many questions and problems, such as the low of the management function, the serious phenomenon of informatization isolated island, the lack of the guarantee in the informatization operation, and the inadequate of the informatization assessment & check. Thus, we must ensure the main content and goal of mechanism construction of university informatization, that is, humanistic and high efficient management mechanism, unobstructed and safe operational mechanism, and the scientific and long-lasting assessment & check mechanism. More important, we must take measures to solve these current problems. In the aspect of informatization management mechanism, we should make sure the position of informatization management in the university management system, the responsibility and right of informatization management, and the quality of the informatization manager. In the aspect of informatization operational mechanism, the informatization criterion and standard system , and the safe guarantee system of informatization should be set up. In the aspect of informatization assessment & check mechanism, we'd better establish the quantitative and qualitative system of assess indicatrix, and the corresponding system of stimulation and punishment.
