During the contemporary society of China , to construct a harmony and health social order in the grass-roots'community is one of the urgent tasks . The construction of the harmony and stable community in cities , which matters the whole society to develop orderly , needs not go into suspection concerning position and function . To adapt the new situation at the moment , the government has been building the new political power system of the state , including community building since the nineties in the last century , and the government at different levels are probing into the new system about community development towards self-government by its own residents .
