This paper elaborates the meaning, characteristics, significance and background of school-based teacher training in the primary schools and middle schools of Luohu District. And it analyzes the existing problems, probes into the causes of these problems and suggests countermeasures as to the existing problems in the school-based teacher training in the primary schools and middle schools of Luohu District. The author's view is raised upon a good insight of the status of the aforementioned training in Luohu District, which have been achieved by analyzing and categorizing the resources gained from questionnaires, interviews on students, teachers and school superintendents.Part I analyzes the background, meaning, characteristics and significance of the school-based teacher training among primary and middle school teachers of Luohu District. And the necessity and feasibility of such training program is analyzed.Part II probes into the current status and problems existing in the school-based teacher training in Luohu District. The investigation mainly bases on analyzing the questionnaires. The author believes that the existing problems are as follows: the attitude of the trainees is passive and inactive; the content overlooks teachers' initiative, the integration between theory and practice, and the completeness the content itself; the training lacks variety in form, interaction between trainers and trainees, and a scientific evaluation system.Part III illustrates the significance and strategies of developing the school-based teacher training in Luohu District. Suggestions are given upon education administration and school administration, incorporating subjects like: training objectives should be divided into different levels, establishing a 3-leveled administration system; creating reasonable administrant regulations; selecting contents that meet teachers' needs; choosing effective training measures; and improving the evaluation system.
