Education run by the local people is concerned more broadly by society nowadays than anytime before. A main factor contributes to the cause of the problem—the education run by the local people has come across unprecedented difficulties. One of them is the instability of our teachers. Middle schools run by the local people of Lanzhou city is a part of education of Gansu province, of course, they are a party of nation education. So they have run into the same trouble.The thesis will accord with some laws and regulations on education run by the local people, try to made a tentative definition about "the schools run by the local people". To elaborate a long-term discussed question, stability and instability, a detailed description has given in this thesis. And by investigating the factor of instability, some suggestions in policy are recommended. Many studies methods have been adopted, such as investigation, conversation and comparison. While three representative middle schools and their teachers of Lanzhou are studied as the samples, they are Tian Qi Middle School, Shu Ren Middle School and Jiu Qhou Middle School.From lots of investigation and comparison, a few major reasons about the instability of teachers can be summarized as follow:1) Teachers of such middle schools don't have any sense of security.2) The age of our teachers is tending to be old overall.3) Teachers' course structure is not very reasonable.4) The structure of teachers' educational level is reasonable, too.5) The negative estimations to the schools run by local people by our society.6) These schools don't pay much attention to the construction of themselves. But the deepest factor behind these six reasons is the teachers' Potential psychological factor. It means teachers' instability, insecurity and drifty about their career.These psychological factors of such school teachers are emerged because of the complex social background. It can be generalized as a special phenomenon which was mingled by teachers, school and society. This is also a challenge of management in schools run by the local people. The answer demands us to analyze concrete questions according to certain schools and teachers. Our goal is the confineable development of middle schools run by local people should be constructed on an efficient team of teachers.
