It's well-known that the implement of assessment is related to the assessment tool tightly. What are the functions of the assessment tool? Assessment of student learning only, or assessment for student learning, or both?Under the background of new curriculum, many advanced opinions have emerged by our national assessment idea, which include those demands: Assessment not only focuses on learning outcomes, but also on learning ; assessment needs multiplexer, which requires teacher to assess student learning, also pay attention to the student's self assessment and mutual assessment; the assessment should have high reliability. How to achieve those aims effectively, and promote student learning by assessment? Naturally, the development and application of corresponding assessment tools become the first choice. In allusion to the deficiencies , the article selects a new perspective: scoring rubrics. As a kind of assessment tool, scoring rubrics possess many advantages which are absent from traditional assessment tolls, and meet student learning assessment needs better. Referenced to the new perspective, this article hopes to offer one assessment tool for student learning, based on discussing the development and application of scoring rubrics. Meanwhile, the article hopes the extensive teachers can learn to develop and apply this assessment tool, aiming to help them carry out student learning assessment. Of course, the development and application of scoring rubrics can promote teachers' professional competence. The ultimate goal is to promote student learning and progress.There are four parts in this dissertation: the foundation of scoring rubrics; how to develop scoring rubrics; the application of scoring rubrics ; issues and reflection.Parts One is an introduction, which is imported by an example. Based on combining with the assessment ideas of new curriculum standards, this part points out the deficiencies of the current student learning assessment tools, and analyses briefly internal reasons of them. The introduction of scoring rubrics is based on those mentioned above. Those also indicate that, as one assessment tool, the selection of scoring rubrics depends on the goals and content of assessment. Besides, the part also recommend briefly the background , definition, related authoritative view about scoring rubrics, which is of the great significance to the student learning assessment in our country.Part Two explores the development of scoring rubrics, which respond to the question on how to develop scoring rubrics. The author generalizes two types of development procedures of scoring rubric, and brings forward new procedure, a new idea is embodied fully by the development process of generic rubric which is used in the physics inquiry learning of the common higher school.Part Three is the extent of Part Two naturally, it mainly includes three components: the generic field of scoring rubrics application, the application strategy of scoring rubrics in teaching and the case. The development of the case itself provides a kind of technical lead. Therefore from the angle of practice, scoring rubrics display the great function which directly demonstrates the practicability and rationality.In Part Four, the author summarizes some representative problem in research, and present correlative researches. At the same time, a few considerations are presented. We can find that Part Four makes us recognize , understand , develop and apply scoring rubrics more rationally.
