Decision of Deepening Education Reform and Advancing Comprehensive Elementary Education was issued in 1999. The decision proposes the three-level curriculum system and establishes a new vocational education view. Secondary vocational education aims to train students with all-round development, competence-centered, creative spirit and operational skills so that they can work in the forefront of the production and become high quality workers with medium-level professional skills. According to the three-level management policy, curriculum in SVS can be nation-based, province-based or school-based. Nowadays, nation-based and province-based curriculums are quite developed in China, but school-based English curriculum is still weak in many areas. For this reason, the thesis tries to do research on school-based English curriculum development (SECD). The author analyzes the necessities for SECD and gives a literature review on curriculum development and TEFL (teach English as a foreign language) in secondary vocational schools (SVS) at the very beginning, and then discusses the principles of SECD and illustrates the procedures of SECD practice in Zhejiang Science and Technology Secondary School. Study shows that SECD is effective in improving students' personality, teachers' profession, school survival and local economic construction; it is an approach to basic culture curriculum management system and matches the employment-oriented educational reform in SVS. Based on the theoretical elaboration and practical experience, the author believes that this study is significant for English teaching and learning in SVS.
