With the world economic globalization, scientific modernization and economic development, especially after China entry into the WTO, secondary vocational schools have to perfect their education quality management system continuously, and improve their education quality and management level. Only in this way, can secondary vocational schools meet the need of promoting quality education in an all-round way and remain survived and keep development in the furious competition. ISO9000 standards reflect the thoughts and principles of modern management. It has made prominent progress and effectiveness since ISO9000 was introduced into the world of industry and business. It has brought much dispute about whether ISO9000 standards were applied to the educational field or not.There are some deficiencies in the research about wether ISO9000 was applied to the educathional field or not. Firstly, introducing ISO9000 into colleges with special character (take the navigational college for example) has been studied in more place, while ISO9000 was introduced into secondary vocational schools has been studied in the less place. Secondly, more research was emphasized the micro-theory field, but less research was put stess on borrowing ISO9000 core idea in the teaching and educational procedure, constructing the supervisory system that is accessible to the teaching procedure of secondary vocational schools.Introducing ISO9000 into the secondary vocational system, especially into the supervison of education the teaching, is of benefit to implement educational reasonably and examine and control it effectively.The paper analyzes the current situation and problems involved of secondary vocational schools, combining with the fact that the quality of teaching of secondary vocational schools in our country should be improved .The paper puts forward the imagination of constructing supervisory system in the process of teaching, on the basis of analying thoroughly the fuction that ISO9000 core idea to teaching managemeng of secondary vocational schools, explores the fundamental procedure and principle observed of building supervisory system in the process of teaching of secondary vocational schools in detail.
