Urban Community Administration In China: Problems And Solutions

According to China's peculiar circumstances and its social backgrounds, the construction of Chinese urban community should adopt the model of "Government Domination". During the process of community construction, government uses its administrative power to implant administrative constitution into communities and reorganize the society quickly. It will induce government to use administrative measures to administrate communities' space, organizations and affairs. The community residents' Committee will become the "leg" of government administration.This paper is to analyze problems of community administration and bring forward solutions with equal emphasis on objective investigation of practices and nonobjective analysis of theories. By case studies, it analyze the problems and causes of functions expanding of middle and basic governments, absence of community autonomic functions, low participating of residents and Non-Governmental Organizations(NGO).According to China's particular circumstances and community facts, the article gives proposals on construction model of community development with China characters: scientifically positioning the role of government in community administration, exploitting the space of community autonomy, fostering NGO actively, cultivating the residents' community idea, taking community as the stage of system innovation, exploring the new model of community administration which brings government's legal administration and communities' legal autonomy combining together and their functions more strengthened.
