In the 1960s, bilingual education was developed in many countries and districts in the world as a new initiative of education reform, prominent among them are Canada, America, Singapore, and Wales in particular. In order to promote the development of bilingual education, Welsh government has taken a series of legislative measures and established a specialized organization, Welsh Language Board, which plays a critical role in pushing forward the program in Wales. With the favorable political, economic climate and the concerted efforts of the legal bodies, bilingual education spreads across the land of Wales, especially local primary and secondary schools. The outcome is encouraging.In this paper, the author conducts an overall research on bilingual education of primary and secondary schools in Wales. It consists of 5 parts. Part 1, definition and types of the bilingual education; Part 2, background of the bilingual education in Wales; Part 3, elaboration on the current situation of bilingual education of primary and secondary schools in Wales; Part 4, its potential effects and problems; Part 5, based on the foregoing analysis and the real practice in China, the author presents a few recommendations for the bilingual education in our minority groups.The bilingual education of primary and secondary schools in Wales is very important to the preservation and inheritance of its ethnic language and ethnic identity. This is a common issue to the minority groups in China and it provides reference of great significance to us.
