Nowadays, School-based Curriculum Development (SBCD) has been one of the hottest topics of basic education reform in the world, and received wide concerns in domestic as well. The purpose of SBCD is to meet the diversity of students' learning needs, so students' learning needs investigation becomes a necessary sector of the whole curriculum development process. It could provide a valuable information-base to the SBCD and be helpful to promote its effect ionHowever, according to the investigation, it is found that there has no systematical statement on students' learning needs investigation in related materials; and generally speaking, lacking of theoretical guidance, students' learning needs investigation is in a spontaneous situation in practical experience of SBCD. In view of this situation, drawing support of multilevel conception from "Needs-Based Curriculum Development Process", the paper discusses the necessity, definition, content and methods of students' learning needs investigation by investigation of Huining primary school. Meanwhile, it tries to give some advice on needs investigationTherefore, the paper includes the following parts:Based on the document summarization and field investigation, the first part sums up the contemporary facts and problems of students' learning needs investigation in the process of SBCD. It gets a conclusion that students' learning needs investigation lacks systematical statement theoretically and is in the spontaneous situation practically.The second part discusses related conceptions on students' learning needs investigation; the third one puts forward content framework of students' learning needs investigation ; the fourth one introduces the methods and the process of students' learning needs investigation.At last (part5 and part6), by the results of learning needs investigation of the primary school in Huining,we investigate the functions of it. And the paper also analyzes the needs and conditions of the students, teachers , the parents and the regions. Then we draw some conclusions and givesome advice on investigation.
