The craze for English is on the rise in the whole society. But the efficiency is still not satisfactory. This paper studies the causes of the discrepancy between them. By analyzing the methods of teaching, the methods of learning, and the system of evaluation, the paper finds out that English is still being taught as a kind of knowledge, but English should be learned as a kind of skill. To demonstrate the opinion, this paper uses the theory of behaviorism, the theory of Chomsky and the theory of functionalism. By analyzing the procedure of first language acquisition, the paper concludes the procedure of the acquisition of language skills: listening and speaking first, followed by reading and writing. But by analyzing the process of our English learning, we find that we mainly focus on reading and writing, but neglect listening and speaking. The emphasis of reading and writing in English learning disobeys the regularity of language acquisition. In order to demonstrate whether there is any difference in the efficiency between listening & speaking teaching and reading & writing teaching, this paper employs SPSS to analyze. The result reveals there is obvious difference. The paper analyzes the outline of English teaching from 1923 till now, finding out that the skills of listening and speaking have never been ignored. Then there is a question that why most of English learners are still not able to listen and speak properly. The paper finally points out that it should be ascribed to the system of evaluation. To resolve the discrepancy between the craze for English and the low efficiency, it's high time the system of evaluation be reformed.
