On The Failure And Governing Mode Of Buffer Organization Of Education In China

Buffer Organization of Education (BOE) is an intermediary body in educational field. As a hinge among government, market and schools, it plays a very important intermediate role. Due to several factors, however, BOE may fail to exert its functions. Going along with the "propose-analyze-solve" way of thinking, the author analyzes the phenomena and its causes of the BOE failure, and then puts forward a reasonable governing mode.At the beginning, the connotation, characters, types and evolution of BOE are described. Then the conception of Buffer Organization Failure, based on "Market Failure" and "Government Failure", is proposed. Meanwhile, some phenomena of Buffer Organization Failure in different institutional background are analyzed. Thereafter, the BOE in China is chosen as a major object to be explored.The BOE failure refers to the aim deflection when BOE adjusts the benefits and contradiction among government, schools and markets. It also means that it cannot operate well due to its organizational bugs and environmental limitations. The failure of BOE is being represented in various formats. In China, for example, the phenomena are much partial to government, much partial to enterprise and lack of constraint systems. The reasons of BOE failure are as follows: bondage of traditional systems, drive of economic benefits, losing control of morality, bugs of management and infection of corruption.Aiming at these causes of BOE failure in China, the governing mode of BOE is proposed through some successful management experience of the third sector and the BOE in foreign nations. From the exterior, we should quicken the transformation of government function, perfect the law system and consummate the industry entry institutions. From the interior, we should optimize the structure of BOE, strengthen the level of internal management and make every effort to advance the quality of the personnel.
