Since the reform and opening up, Communities have taken charge of more and more social management and service factions which were originally undertaken by the government and social institutions, with the development of the socialist market economic system and the disintegration of institutional system. The community workers are playing more and more important role in the social management and development. However, the original community worker troop, which mainly consists of residents' committee member can not adapt the changed situation any more. So, the hired personnel in community come into being under this circumstances. Hiring personnel to community work is a completely new thing both in theory and in practice. Judging from the present situation, the theory falls for more behind the practice, so it's urgent to strengthen the theoretical research. Therefore, the theoretical research is of great significance to practice.The thesis use empirical research method to draw general conclusion through the analysis of cases. The whole thesis is formed by four parts of contents.In the first part, the definition, characteristic of the concept "hired personnel in community" have been explained briefly. Furthermore, it compares the concept "hired personnel in community" with the "residents' committee member" and "community volunteers", so as to give a more clear definition to the concept.In the second part, we make use of investigation data and materials to introduce the present situation of hired personnel in community. It concentrates on three aspects: the basic situation, the working condition and the psychological feeling of the hired personnel in community.The third part analyses the causes of hired personnel's survival plight from three analysis: economic factors, institutional factors and social factors.Finally, the thesis gives some suggestion about how to solve the hired personnel's living plight. It mainly contains: improving the welfare treatment, offering better institutional support and external environmental condition. |
