The Sociological Study Of Underground Economy About Fujian Province's Coastal Areas

Underground Economy is a general economic phenomenon in the world, it still not be fully recognized yet being paid much attention. As the deep-going of reform and opening-up, Fujian's coastal areas have made rapid progress in economy, society, culture and so on. During the process of building up new systems of socialism market economy, because of the various subjective and objective factors, unavoidably the base and condition of underground economy would appear, and that provides more living space for underground economy. Presently, the underground economy has appeared in a variety of forms, such as smuggling, drug trafficking, the manufacture and sale of fake and shoddy goods, tax evasion, unlicensed businesses, corruption, Mark six, etc. These phenomena cause a large amount of tax losing, seriously destroy the balance of our social elements' reasonable distribution, challenge our country's monetary policy and distribution system as well as increasing the difficulties of our national macro-control.In order to know more about the actual state and the changing rule of the underground economy in Fujian Province's coastal areas, this paper discusses different kinds of underground economy in different fields. And the Cash Prepayment Rate evaluate the percentage of underground economy takes in Gross National Product. The research shows that, in recent ten years, the scale of underground economy in our province is fluctuate from 11.07% to 25.11%, with a tendency of decreasing. Because of the variety and complexity of underground economy, this paper choose mark six as a typical case. First, making an assumption on the character and outline of the mark six activity in Fujian coastal areas, and then validate the assumption by investing and researching, summarizing the basical tendency, control rules and the net construction of the mark six activity, in order to know the degree of expansion of underground economy and its economical and social influence.Questionnaire investigation shows that in recent years, our government carry out different kinds of activities to control underground activity, but has little effect. This paper discuss the gaming process between the ground economy and the underground economy.The underground economy always want to find the imperfection of the economical management system, taxation and law in order to escape the government's attack and punishment from the law. The underground economy would impact the ground economy and decrease the government's reputation on public. The expansion of underground economy which is caused by entity subjective and social objective factors is unavoidable. So this paper comes to the conclusion that in order to control the development of underground economy, we must have a thorough study of it. We must find the characters of underground economy, push forward the reform on market economy system, take positive and effective measures to curb the breeding and spreading of the underground economy activity, creating a good economical environment for the Economic Zone in West Seashore of the Taiwan Straits. Also, it is hoped that this paper may be helpful for the research of correlative institutes.
