Carrying out Psychological Health Education in the moral education course in junior high schools is a great breakthrough in the fundamental education reform. Responding to the new situation, it also challenges the moral education in high schools. In light of new situation and educational reform, how to improve the effectiveness of Psychological Health Education is of great significance. The author first examines what course it is, and then summarizes what the meaning of the effectiveness of Psychological Health Education in the framework of moral education course. And then, the author emphasizes the necessity and urgency of improving such effectiveness. On the basis of interviews and questionnaires, the author analyzes five factors thatrestrict the effectiveness of Psychological Health Education in moral education course------teachers, students, teaching materials, teaching environment and teaching appraisal. Furthermore, some theoretical questions are raised about how to improve the effectiveness of Psychological Health Education in moral education course, and the author proposes some suggestions of operation strategies of how to improve such effectiveness: in terms of the teaching goal, the author suggests that diversified goals be established in accordance with students' characteristics; the author suggests teachers' capability in Psychological Health Education should be improved; in terms of methodology, the author suggests teaching methods should be used in a flexible way; in terms of course content, the author suggests making the best use of teaching materials and at the same time optimizing the teaching material; in terms of curriculum environment design, the author suggest emphasizing the construction of physical and recessive environment; in terms of teaching appraisal, the author suggests reducing the ratio of exams and attenuating the focus on the scores and establishing the effective appraisal system..
