Research On S&T Strength Distribution Among Chinese Universities

University is one of the three main carriers for scientific innovation in china, is an important component of scientific personnel, has predominance in subjects, technologies and human resources. Not only is it the primarily base to cultivate high-level innovative personnel, the main role for basic research and applied research, and the primarily propellent for the social economic development.Based on the correlative studies, this paper definite the concept of scientific personnel distribution among universities, and divides it into 4 parts, they are the ability of scientific resources among universities, the ability of scientific environment among universities, the ability of scientific productions among universities and the level of transform of the productions. Meanwhile it follows the principles of totality, impersonality and feasibility and builds an evaluation system. In the second and third part, by using this evaluation system and some mathematic methods the paper analyzes the situation of scientific personnel distribution among Chinese universities, concludes the characters, advantages and disadvantages of scientific personnel distribution among different regions and investigates the reasons that lead to. In the last part, the paper brings a solution for the problems that exist recently.
