After the nine-year compulsory education has been universalized by and large in China, the development of economy and science and the advancement of society result in the urgent demands of the high-quality education of senior middle schools. In order to rapidly improve the whole quality and the management level of the senior middle schools all over the country, the government puts forward a tentative plan for management, namely, to construct the regular senior middle schools through evaluation, and decides to launch the assessment and acceptance of the exemplary regular senior middle schools by stages and in groups.For the purpose of carrying out the relevant policies, the local governments in the central areas get down to evaluating the exemplary regular senior middle schools and treat this activity as a very important measure to contribute to the development of the education of the local regular senior middle schools, rapidly and balancedly. It's very fundamental to engage in the construction and evaluation of the exemplary regular senior middle schools in the central area that what kind of evaluation system of the exemplary regular senior middle schools should be discussed and formulated to be adapted to the world trends and suited to the local actual conditions in the central areas. In our opinion, we should abide by the following principles: the guidance of objective; overall planning combined with priority construction; scientific design combined with feasible work; humanism.The contents of the evaluation system of the exemplary regular senior middle schools in the central areas mainly include the school's organization and management, the headmaster and the teaching staffs, the curriculum and the reform in education, the reformation and construction of moral education, the research on pedagogy and teaching, the modernization of the material conditions, etc. The quantized evaluation system is shown from page22 to page 24 in the main body .According to the current educational theories, policies, laws and regulations, and the present conditions of the school's evaluation system as well as the experts' shared ideas, we have established the standards and coefficients of this evaluation system, which will be shown from page 26 to page 35 in the main body.The major testing methods used in the evaluation system of the exemplary regular senior middle schools in the central areas are the traditional ones such as listening, watching, surveying, talk, to say just a few, and the modernone-----self-report inventories, which is used to test the psychological state ofteachers and students.
