Nowadays, the competition in this world is the competition for talents. If some country or region can scramble for talents resource, it will get victory. On the other hand, the talent resource competition leads to the flowing of talents. Only when talents flow to the proper country or region, they can exert themselves. In our country, the imbalance development among districts brings this flow. If we only consider the talents themselves, this flowing is unquestionably. But we take the every districts or the whole country into account, we shall fact this situation: to relative rich distract, the inflow of talents is blessed with a double portion of good fortune; while talents' outflow from relative poor districts is double strike. So we must think over the whole benefit.In this paper, when I quest for the flow of talents through enlarging the area of talents flow and move, I put forward the concept of the abnormal flow of talent resource. At the same time, we take the HuBei for example, by comparing with eastward, middle and westward district, analyze the negative effect to society and economy of the abnormal flowing of talents. Then we find some countermeasure to it. This paper aims at intensifying the policy that talents strengthen country and district, promoting each district's economy to develop and enhancing the talents intercourse and cooperating.The main contents of this paper are:The first part summarizes the theory about the talents flow. First, it introduces western famous scholars who put forward the status in quo and model about talents flowing and Chinese scholars who study macroscopical talents flowing including its reason, result and how to control this flow. The following put forward the abnormal flow of talents resource on the basis of talents flowing.The second part investigates the situation of talents flowing. I select the situation of talents flowing for ten years in HuBei, analyze the intercourse situation in talents market, calculate the change current of the flow rate in these years, and the makeup of sex, age, the title of a technical post , educational level , the original place and received place, flowing mode and flowing reason. In addition, I choose the eastward, middle and westward districts to introduce the approximate situation. The main result is that the talents in middle and westward districts flow into eastward districts.The third part analyzes the negative effect of abnormal flow of talents to oursociety and economy. In details, firstly, it demonstrates the four talents flowing tide and is combined with the facts in HuBei and other area to describe the effect of talents flowing to the value concept in the whole society, indicates the effect to the structure of talents, the utility and talents capital number among different districts. Secondly, it points out the effect to economy that talents capital is decreasing and explains the output- to- input ratio between different provinces. I testify the result through comparing HuBei with Guangdong.The last part gives some countermeasures to avoid the negative effect of talents flowing. It proceeds with three sides. The first side is the opinion of talents: we must realize that the talents resource is the most important resource, should plunge the capital into them and treat all talents equal. The second side is policy: we must innovate the system of human resource, perfect the rule of law about human resource and allow talents to flow freely. The last sides is surroundings: we must improve the political, economic, cultural and technological surroundings to attract and retain the useful human resource.The created points of this paper is that it put forward the concept of the abnormal flow of talents resource on the basis of talents flowing, takes the HuBei as a subsystem into the whole country to analyze the movement of talents flow for decade years by the quantitative method, gives a talents flowing model, and give some advice to avoid the abnormal flow of talents by the qualitative method.
