About 80 percent of the total population and the school students of our country live inthe country, and about 11,000,000 students of primary school, junior high school and seniorhigh school return to the village after graduation annually. This state of the nation makes thatthe village education especially the village vocational education, is not only an importantproblem relating to the village reformation, development and stabilization, also relating to thewhole population quality and the prospect destiny of Chinese nation. The development of thevillage vocational education is linked to the following reality: whether the farmer could takeoff the poverty to amass a fortune, whether several hundred million village surplus laborforces could transfer smoothly; however the village surplus labor forces'transfer, counts formuch with the reasonable allocation of the national human resource and the resolve of thetown employment problem, which is an fatal problem that would have a great influence on thesocial political stability and economic development.This text begins with analyzing the connotation of village vocational education, furtheranalyzing the history background and present conditions of its development; Based on theanalysis of the village surplus labor force, using "the theory of human capital", I explore toinvestigate the function and significance of the village vocational education in the villagelabor force's transfer on the academic point.Speaking on the academic point, the village vocational education has great significanceon the village labor force's transfer. Speaking on the micro view angle, towards the educatedindividual, the function of the village vocational education lies in the following aspects: thevillage vocational education can make learners control some professional theories andwell-trained operation technical ability, which could raise their technique content, andimprove their employment competition ability. The purpose of vocational educational is toteach learners new technique or raise their present ones, in order to build up their productionability in the work, which is the most direct effect of vocational education, also the mostessential target to improve human capital level of vocational education. The mastery of thetechnique and skill, will assuredly strengthen the learners'ability to compete and adapt, widenthe space to choose a job, promote its individual labor productivity, and the improvement ofthe labor productivity will directly result in the increase of personal income, then raise theirsocial status. Speaking on the macro view angle, developing the village vocational education also hasdeep social significance. Currently unemployed phenomenon caused by the excessivepopulation, is one of the main social problems that needs to be resolved. How to alleviate thesocial contradiction between employment and unemployment, seeing from the long-term view,one of the most valid paths is to strengthen the education and trainings on the labor force. Onone hand, through strengthening the education and trainings, the labor force supply can bereallocated, be deferred, which can effectively alleviate the huge pressure of the employmentrealm; it can also prepare for the rural labor to realize full intending employment, thus preventthe labor force resources from leaving unused and wasting. On the other hand, strengtheningthe education and trainings could greatly improve the quality and the human capital level ofthe rural labor force, which makes the transfer of the rural labor force be reasonable andnormative. At the same time, the great deal of the rural labor force with certain technique andhigh human capital level go into the city, not only extends the labor supply and marketconsumption of the industry production, but also comes into being the effect of gatheringtogether and scales'economy, which plays an important role in accelerating the towns'development, promoting the social transit and pushing economic development. However, in regard to realistic circumstance, the actual development of the villagevocational education did not attain its ideal state that it should. Because of complications ofthe national state, and the vocational education's own problem, there is the conflict betweenthe academic significance and realistic situation on the village vocational educationdevelopment. It is no doubt that the village vocational education development has greatsignificance, but its actual development isn't satisfying, such as the student source's runningoff, the students quality's dropping, running school's benefit's falling, and so on, which hasmade a great deal of vocational schools'sources run off or leave unused, making the villagevocational education face the crisis that its development space is becoming narrower andsmaller day and day.
