Cooperative education is the efficient and fundamental approach of carrying out higher vocational and technical education. On the basis of reviewing the research of this topic, the author explains the core concepts of cooperative education and its mechanism . Taking advantage of theoretical tools of the western new institutional economics ,this paper reviews and analyses cooperative education mechanism of foreign higher vocational education.This essay mainly introduces the condition and mechanism of cooperative education in developed market economic countries such as the USA, Germany ,Australia and Japan. Briefly, their mechanism includes the following five aspects: First, they establish the governmental organization in accordance with cooperative education; Second, they form law system to ensure cooperative education. Third, they exert industrial function in course of cooperative education. Fourth ,they perfect the teaching roles of some educational bodies in cooperative education. Last, they stimulate colleges' drive in cooperative education.The history of cooperative education between China and foreign countries is a kind of treasure for us to research and quest cooperative education in current information society. European and American cooperative education can be rooted from the apprenticeship in the Middle Age. After the 16th century More's "Utopia " and Marxist theory of "joining education with labour ", America puts forward the cooperative education in 1906. Our country brought forwards the idea "to put knowledge into practice" in ancient times, and we created "bi-educational system "and "bi-labour system" in 1960s.From 1957's our Party's educational objective to "Higher Educational Act" in 1998, joining education with labour is New China's educational policy.After liberation, our higher vocation colleges collects some experience in cooperation with enterprises, and probes some ways.Therefore,our cooperative education has many problems such as lacking in enterprises participation, college students practice deviating from production and so forth. Main reasons lie in that the government is short of concrete measuresin this aspects, and is short of relative laws, as well as higher vocational colleges are limited in creative capacity.This paper also argues about how to borrow from foreign advanced experience and increase our teaching quality of higher vocational education. The author thinks out the following ideas and measures :First, our government should lay out some relative laws to grantee cooperative education; Second, our government should transfer its functions to suit for cooperative educational mechanism; Third, we should advocate industrial functions in cooperative education of higher vocational colleges; Fourth, we ought to create our cooperative educational model to establish running body connecting with industry ,school ,research and government; Last, we cannot ignore the tying functions of educational bodies.
