Our country basically implemented highly centralized system of educationaladministration and leadership before the Reform and Opening. The government almostcontrolled all the resources and was in charge of distributing them. The school just obeys thegovernment's orders as a dependency. Accordingly, the principal just played the role of thegovernment official and no actual power. The principal mainly acquired the resource throughthe government and took regard the material as the sole resource. With the development of thereform of the economy system, the old administration system can not adapt the new situation.In order to change this situation, the government starts to empower the school. And theprincipal have the right of sovereignty. At the same time the people's need of educationcontinually grow. So the equanimity of educational resource is comparatively shorted. Thenthe principal need change the traditional ideas about the resource and make their efforts tofind new resource that is necessary to the school development. This paper starts with the analysis of the principal's behaviors. The author will discloseseveral different understanding about resource through behaviors, and categorize them. Thenthe paper will analyze the inside mechanism that results in special knowledge at the angle ofinstitution theory, economics and sociology. In the vision of institution theory, the attitudes ofprincipal to resources are limited by the institutions. However, it would result in the rigidthinking if the principal just thought about problems from the model of institution. In thevision of economics, it would be harmful to the school education if the principal completelypursued the efficiency and the material benefits. In the vision of sociology, the principalshould pay more attention to the relation nets between people, and seek to new resourcethrough them to increase the amount of the school resource. This paper tries to integrate the theory and practice. So the author takes various methodssuch as interview, questionnaire literature comparison, history research, theory comparisonetc.
