Project-based learning has been one of the curriculum as the important conduction since our new curriculum reform in elementary education. It has great significant for the primary schools and middle-schools in which project-based learning is or will be implemented to observe the efficacy of teachers' instructing and investigate the strategies. We can conclude the instructing experience for teachers in time, then teachers can take the lessons to prevent invalid instructing action, at the same time, we can provide some advice for the teachers in other schools. I used the method of qualitative research, chosen the primary school attached to north –east normal university as my research case. I participated in the class-room and closed to teachers' school life to observe and investigate how the teachers instruct students to conduct project-based learning curriculum. The dissertation was composed of four parts: Part one:The subject, method and process of my research were introduced simply. Part two: I interpreted the essential theory of inquiry-based learning, including its' definition, its' implement characteristics, the elementary require for teachers instruction. Part three: finding the main questions about teachers' instruction, I analyzed the reasons by teacher and school factors. Part four: I advanced the teachers implement strategies and schools support strategies to develop the efficacy of teachers' instruction.
