The development of the network and modern educational theory raises new requirement for personalized learning. On one hand, the society of information, featuring by the Internet, aims at making the persons have creative abilities, with the emphasis on education of personalization and innovative abilities. On the other hand, the modern distance education stresses not only the development of personality, but also the education of learners' sociality, namely the reasonable steering of and control over learners' studies. In order to solve the conflict between the personalized development of the learners and the social requirements, the paper, based on detailed analysis of the connotation of personalization and the achievement of the modern distance education, presents a personalized and controllable learning mode, which, in addition to advocate to develop learners' personalities, attaches great importance to restrain the negative influence from the internet on learners so as to enable them, in a long run, to obtain a good abduction in the process of study. With the assistance of the personalized learning model, the designing and developmenting of Pcon(Personally Controllable E-learning System)is presented. For the system to be energetic, the supporting-learning system, on the basis of SCORM, uses the technology of data mining as the core of the systemic model. Of which, the web mining and XML technology is applied to structure the abstract personalized model for the learners; in order to analyze the tendency of the learning behavior, the data resulting from the LMS are processed with the adoption of the technology of predicting Chaotic Time Series based on SVM; XML and UDDI are used to discover the target, and on the basis of CIT, the arithmetic method for describing the XSD document described by XML is presented. In addition, course leading is proposed so as to coordinate the sequence and navigation in the regulations of SCORM. The methods for target construction and content restructure is formulate to automatically organize the personalized content. In order to assure the quality and efficiency of the system development, helix model which is often used in software development is adopted to develop the system, finally, the functions of assembling, mining, processing and restructuring the personalized information of the learners are achieved. The research on the personalized distance learning system involves a great variety of theories and technologies, many of which are still under development. Owing to the limitation of time and condition, much work are required to do further in the future with the main target research on improvement in predicting precision of learners, XML Mining, sequence, and the support to LCMS and the agency.
