Since the execution of policy of reform to open, the economy of our country appeared new variety with the development of society. And since the Planned Parenthood policy as a basic national policy has been put into practice for more than 20 years, the last few years start to see the result. Not only in the city, but also in the village population birthrate start to descend year by year. The number of the children of school age reduced sharply will consequentially bring the some new management problem to the development of our education. All the while, the education business of our country accustoms to increase of the number of schools, because of increase of the population. As a result, we pay much attention to the expansion of education, but pay a little attention to the compression of education. Considering this,This research tries to clarify some primary question in the process of compression of our education theoretically, and take Hubei province basic education as an example, try to put forward some possible counter plan. The whole text can be divided into four parts:In the first part, we clarify several relative problems in the compress with education in management. Since a direct influential factor in the compression of the education scale is the quantity of the children of school age, at first, this part explain the relationship between the population and elucidation. Then, discuss some basic problem in management of educational compression at nation, district and school levels.In the second part, we introduce a present condition of Hubei basic education and make a forecast of its development. Including forecast of the number of the children of school age in whole province ,the forecast of the number of little school and middle school in whole province, and the forecast of demand of little school and middle school teacher in whole province, etc.In the third part, we analyzed some problem in the management of education compress in Hubei province a specific way, and according these problems put forward some constructive counter plan. According to the first problem in the management of education compress, namely the problem of the close of schools , we think the policy that let some associated village support one united school is feasible. According to the second problem in the management of education compress, namely, the problem in employing and dismissing teachers; we think the policy that all teachers should have working papers is feasible. According to the third problem in the management of education compress, namely the problem of the management of schools, we think the policy that all candidate of schoolmaster must take part in a public election.In the fourth part, we analyzed the problem in the management of education compress in the correspondingly independent and complete education system of Hubei province. While the scale of basic education in Hubei province will compress, the scale of senior and high school will expand. Hence, defined the limit of compression.
