With deepening reform of basic education curriculum, the curriculum resource development and utilizing is gradually shown importance. The Basic Education Curriculum Reform Guideline (trial) conferred by the Ministry of Education in 2001pointed out that the curriculum for three levels should be managed by three levels of authorities. All kinds of inside and outside school resources should be reasonably developed and utilized. It is a new topic that how to develop and utilize curriculum resources in basic education reform in our country. Study on this area has been started recently among the theory circle. In practice, even the primary and secondary school teachers and educators have been rarely touched the area. On developing and utilizing the textbooks for the minority areas, the theory circle seldom takes study. This paper, refering to the education ideology of multi-culture, follows the spirit identified by The Basic Education Curriculum Reform Guideline (trial), and selects Dongxiang Hui Nationality Autonomous County as a case study. Ways of developing and utilizing curriculum resources for Dongxiang area have been explored through the study on the Chinese Textbook and curriculum resources.This study will discuss about the objectives of developing and utilizing Chinese Textbooks and curriculum resources in Dongxiang Nationality area from two aspects: to achieve the objectives which are identified by the curriculum of Chinese; to meet the multi-culture needs of Dongxiang children. Dongxiang Nationality area provides sufficient conditions for inside and outside curriculum resource with its unique characteristic, multi-culture advantages. Therefore the principle must follow integration of diversity and unity, integration of regionalization and modernization based on following the educational principle, on which based, this study tries to analyses on and summaries the traditional custom, Hua-er Songs, folk stories, allegories and proverbs based on the brilliant characteristics of different nationalities, abundant traditional folk cultures. Meanwhile, the study also looks to the implementation of UK China Gansu Basic Education Project and raises some measurements and solutions to develop and utilize Chinese Textbook and Curriculum resources.This study adopts observation, survey, practically experience, documentation analysis, visit, workshops, and questionnaire to complete the research. It tries to explore ways of thinking and pattern to develop and utilize curriculum resources. It also tries to raise a theoretic resting-on for the basic education curriculum reform, especially for that in minority areas in our country, expecting to draw lessons for the curriculum reform in minority areas in northwestern part of China.
