In recent years, the elementary educational reform has become a hot topic of educational reform both at home and abroad. As a hard problem, educational assessment has drawn more and more public concerns. At present, most of educational assessment in our country is a summative assessment. It is static, concentrates on achievement and focuses on the past experience of students. Its object is limit to identify and classify students. It neglects students' experience in their study process and personality developments. The new curriculum reform requires stressing assessment process and exerting developmental function of assessment. It also claims breaking the single quantitative assessment fashion and focuses on qualitative assessment. We believe the conception of educational assessment should be dynamic, developmental, and focuses on the future experience of students. It highten appreciation and feedback function, and promote students sustainable development for all life.It is a progress in the history that the conception of assessment developed from quantitative assessment to qualitative assessment. But what is the ideal, scientific and new assessment mode? How to use portfolio assessment in composition-teaching which will be an important basis for students to enter higher school in our country? To set up an assessment system of composition is a problem that should be settled urgently in both theory and practice. Fortunately, with the development of information technology, internet brings us hope for building up a web-based formative assessment system of talents. People have more and more realized the possibility of providing timely, exact assessment. The application of information technology affects every tache of assessment. It optimizes environment and method of assessment and has a demand for building up new conception of assessment of valuator at the same time. Therefore, the thesis discusses we should change traditional conception of assessment and build up a new one that stressing students' further development, adapting to the new information era. Based on this conception, a new web-based assessment system of composition is designed. Firstly, a new assessment system of composition is put forward in the thesis by serious thinking of reality of composition-teaching on the basis of questionnaire, interview and analysis at secondary school and reflecting on the reasons that leading to the present situation, It is put forward with the purpose of giving a supplement of traditional examination-oriented assessment system; then, the author replaces the traditional conception of assessment combining developmental trend of educational assessment theory and the present situation of educational assessment in our country; then, the author analyzes the theory basis of this system through reading a lot of books about educational assessment theory and formulates technological process of this system. The second part and the fourth part is the emphasis of the thesis. The third part focuses on the idea of the system design. It includes such problem as function design, operating procedure of portfolio assessment and formulation of assessment criterion; in succession, the forth part has a tentative study on practice, according to precedent of Yunzhou network assessment of Qinghua University. Finally, the thesis provides the readers with analysis of advantages and disadvantages and prospects of web-based assessment system of composition.The new idea of the thesis is combing assessment practice with assessment theory. It elaborates the whole process of web-based assessment system of composition on the basis of theory of Post Modernism, Multiple Intelligence and Constructivism. The author finds a new phenomenon of students' composition in network environment through taking network assessment to the student's composition. The writing style of students has changed due to diversification of information media and freedom of open discussion.
