According to the estimation of the research group for Report on Chinese Education and Human Resources Issue in 2000, the population of high school education age of the whole country would reach 77 million by 2005. At the same time, in the following 20 years, the accumulation of human capital in China will primarily rely on high school education. With the basic popularization of the nine-year compulsory education and the dramatic development of higher education, high school education demands fast development. Otherwise, the adjustment of national industrial structure and the upward shift of the educational structure focus will be severely influenced.As to Guangxi, on the one hand, it should continue its effort on the realization of the first modernization; on the other hand, it should follow the steps of the times to pursue the second modernization. This dual task drives the demand of Guangxi on human resources continuously increase. The development of Guangxi calls for not only a large quantity of higher talents, but also tens of thousands of primary and medium level personnel. Thus the fast and high quality development of high school education is of decisive influence on the general social and economic advancement of Guangxi.Through a systemic analysis on the status quo and difficulties facing high school education in Guangxi, the author intends to find corresponding solutions and provide certain theoretical and practical references to the development of high school education in Guangxi.Based on the reality, the thesis starts with the description of and analysis on the status quo and several major difficulties troubling the high school education in Guangxi presently, that is, shortage of funds, poor teaching power, imbalanced percentage of general education versus vocational education, the difficulty of medium level vocational education in rural area, and the lack of excellent education resources.In the second part, the author analyses four factors that might promote the high school education in Guangxi. These factors are as follows: firstly, the carrying on of the first modernization with full effort of Guangxi provided excellent condition for high school education; secondly, the adjustment of the industrial structure in Guangxi offers opportunity for the development of high school education; thirdly, the fully development of high school education is inevitable for the upward shift of the education structure focus of Guangxi; and fourthly, the development of high school education, especially the development of excellent education resources, is necessary to satisfy people's increasing consumption demand on education.The third part is the key part of this thesis in which the author tries to base his research on facts and combine the theory with the reality. Based on the analysis carried on in the above two parts, the author first expounds the necessity and importance of the development of high school education from a theoretical perspective. Then he proposed rather specific suggestions and measures on how to better promote the development of high school education in Guangxi with a clear aim. At the same time, the author also quoted a large quantity of facts and information to provide more sufficient facts foundation.The originality of this thesis lies in, firstly, the comprehensive, complete, and systematic analysis and statement on the topic of the high school education in Guangxi, which can rarely be seen in contemporary research, and a series of specific and workable solutions provided from the micro and macro levels respectively, and secondly, the theoretical basis of this thesis, i.e., "human capital" theory, which is also a novelty among contemporary scholars.In its development process, high school education will encounter more problems.
