Under the condition of dramatic development in science and technology, intense exchange between different cultures, and fierce competition between different countries, especially competition in terms of higher education, universities and colleges must play the role of major force in enhance the development of society. To achieve that purpose, universities and colleges should take full advantages of their own professional functions to ensure their own continuous development; they should reinforce staff building and improve the overall quality of staff and unify the function of "imparting knowledge" and "imparting morality".Recently in higher education facilities, there has been phenomenon of professional moral corruption which has brought damage to higher education. The problem is partly due to social environment and partly due to individual factors. In terms of social environment, this can be viewed as the result of weakening morality binding forces and increasing pressure from society and work.The individual factors observed are the loss of moral idealism, lack of professional self-discipline and morality practice.In order to improve the effectiveness, we should explore new ways to build professional morality on the bases of experience gained from traditional morality education and findings in studies on morality formation, morality development and morality principles. This paper argues that the present education should comply with the national goal of modernization and "building better-off society" and proposes that we should take progress in teaching and research as the starting point and set the cultivating patriotism, political enthusiasm, devotion to profession, and the ability in teaching, cooperation, and creativeness as the concrete goals. The paper also argues that moral building should follow the principle of combining regulation and education, inheritance and creativity, self discipline and discipline, prevention and guidance and approach problems by way of "regulating professional activities, establishing reasonable mechanism, releasing pressure, motivating, and improving self-discipline and ability in moral practice.
