Science and technology advancement is a dynamical resource of national progress. Key laboratories at all levels play an important role in promoting the science and technology advancement. With the further development of the key laboratories, evaluating their comprehensive performance objectively is required. At present, performance evaluation for laboratories in our country is just in initial stage, and the evaluation system has not come into being. Thereby, developing theories and improving methods of the evaluation have practical significance for laboratories' construction and management. Based on the performance evaluation of the key laboratories of Shaanxi higher learning institutes, this paper probes into the evaluation theories and methods of key laboratories' performance in order to developthe theories and improve methods of the evaluation.In this paper, the present running and managing situations of key provincial laboratories of Shaanxi higher learning institutes are introduced firstly, the problems in laboratories' construction are analyzed, and the evaluating indicator system is established according to the main influencing factors. Secondly, the key provincial laboratories' performance is evaluated from horizontal and vertical aspects. Thirdly, structural evaluation is made by using DEA (data envelopment analysis) projection theory and cluster analysis method. Finally, by analyzing thehorizontal, vertical and structural evaluating results, the problems in the laboratories' performance and the causes are found out, and the corresponding improving advice is put forward.The main method for comparative efficiency evaluation of the key laboratories is DEA method. CA (cluster analysis) method is used in structural evaluation, AHP (analytic hierarchy process) and PCA (principal components analysis) methods are applied to determine the index weight and to reduce the dimension of index system. The performance evaluation system given by this paper can also be referenced in other key laboratories' evaluation, it can also perfect and develop the theory system of key laboratories' performance evaluation further.
