College school-run estate is a thing that has Chinese characteristic. Now, college school-run estate develops to be just unfolding, been stepping with robust step into new century. But at the same time, a part of the college school-run enterprises are that institution and enterprise do not divide, property right is not clear , which has restricted college school-run estate to larger, more rapid development. In last two years, the management system reform experimental unit of college school-run estate spread in partial colleges school-run enterprise of Beijing , Shanghai region .Major goal is to make school become limited responsibility from unlimited responsibility, make school-run enterprise become establishment and the independent economic entity of legal person of "self management, holding economically responsible , self development and self restraint " , take modern enterprise system, raise school-run enterprise market competition ability and the development of enterprise promotion. With the establishment of socialist market economy step by step, as well as the development background China enters WTO, it must studied and solved as soon as possible as a important work how to develop college better in the innovation of science and technology, promote national high new technical estate to develop, serve socioeconomic function and the standard management college estate of science and technology, explore and establish modern enterprise system, accelerate the college industrial development of science and technology.The school-run industrial management system of colleges and universities and its evolvement are introduced in this paper. Based on the introduction, the current situation and existent problems of college school-run industrial management system, and the development tendency of system reform are discussed. This paper thinks: college school-run industrial management system is the pattern that college school-run estate seek and establish the enterprise system in the college school-run estate. College school-run industrial management system reform denote, pass forthe adjustment of ownership structure of school-run enterprise, with establishment of modern enterprise system, put property relations reform first, raise enterprise market competition ability, raise the high new technical content of enterprise step by step, raise the investment benefit of educational systematic state-owned asset, promote the development of school-run enterprise. The four developing phases of school-run industrial management system in our country are outlined and the current problems existed in such system are analyzed. These problems include: the main body of management is not explicit, the relationship of property right and interest are not clear, and the configuration of human resources is not intelligent.Jiang Zemin says in the reports of 16th National Congress of the Communist Party of China we must go to new industrialization road, must develop science and technology as the important role of the first productive force, must carry college school-run enterprise actively in developing, must develop working system of school-run enterprise. According to the correct policy and spirit, through the analysis and combining the current school-run industrial reform of Peking University, Tsing Hua University and Fudan University, ten suggestions employed to improve the reform and development of college school-run industrial management system are provided in the paper. This paper think: change the point from managing college school-run to educational state-owned-asset, from college school-run estate management system under planned economic condition to meet the condition of socialist market economy new system change.
