In China, the work of popularizing nine-year compulsory and eliminating illiteracy had been completed mainly by 2000,but it hadn't in ethnic minority poverty-stricken regions, and in these regions, the rate of re-illiteracy is very high. How to pupularize nine-year compulsory education in ethnic minority poverty-stricken region is being faced by teachers.This paper, looking back the history of education in Longlin , makes a penetrating analysis of measure adopted by local government and educational administrations, analyses the factors which hinder the development of education, and then puts forward the countermeasure.Looking back the history of Longlin education, we realize that there are many favorable and unfavorable conditions of developing education. Advantages , You Jiang River and International Educational Conference held in 1936 pushed the education of Longlin forward. Disadvantage, Longlin lies in an outlying district, its natural resources is poor. That makes the education develop slowly .Since the P.R China found, specially, the Law of Compulsory Education issued, the education in Longlin developed rapidly by law. Longlin government gives priority to the development of education, and takes active measures to develop the education ,include strengthening teachers' further training, advocating society contributing money for school, increasing investment for school software and hardware, Moreover, there are still many problems while we are popularizing nine-year compulsory education. To popularize nine- year compulsory education is a complicated hard work.This paper, discusses how to fulfill the target of popularizing nine-year compulsory education. It shows many causes and effects of the students leave off their studies in ethnic poverty-sticken minority region, which are limited historical and geographic condictions, backward in economic development, lacking teaching staff, existing the outdated traditional ideal of valuing male while disvaluing female. There are another objective reason that makestudents discontinue their studies, including single and crude school equipment, shortage of teachers, incorrect method of teaching, less preferential education, ect. Moreover, the examination-oriented education also makes students stop their studies. Aiming at the causes that hinder popularization of nine-year compulsory education, we propose the following solutions:1) To acquire a sense of balanced development of education, China's government must take an effective measure to keep education balanced among regions. First, the education investing should be inclined and favoring to poverty and impoverished regions. The Second, the developed districts should assist the poverty one. The third, the local government and administration of education must optimize the educational structure to keep the elementary education in balance.2) Public service of elementary education must be supplied and managed well, because the compulsory education is one kind of special public services, which is a nonprofit service. The government must offer students' books, study materials freely, and provide board and lodging for students in ethnic minority poverty-stricken regions. even inspect the school education.3) The following SIX ENGINEERINGS will develop Popularizing of nine- year compulsory education in ethnic minority poverty-stricken region. They are the quality-oriented education engineering, the engineering of capital construction of schools in minority nationality autonomous county, the engineering of educational informationization, the engineering of continue training of teachers, the engineering of providing assistance for the ethnic minority poverty regions, the engineering of vocational education.
