From 1990's, the information technology is used world-widely in the area of education, this trend is named as education informatization by the home scholars. The core of education informatization is to build the internet-centered comprehensive information service system and accelerate the use of information technology in all fields of the society. Especially, it regards the use of information technology in 'education as the main way to boost the education reform facing to 21th century. In china, education informatization is a national strategy. Administration demand that information technology education should be spreaded in K-12 education and higher education in order to promote education informatization.Instructional design is an applying science featured as practice which shaped in 1960's and matured later, and is one of the main domains of education technology whose value in education depends on instructional design which is a "linking science" between the theory and practice of educational technology.Informatized Instructional Design (IID) which emerged with the development of education informatization is an information technology-supported, learning resource-based and learning process-centered instructional design, which adapts to various learning objects in the information era and has such traits as learning-centered, learning resource-based, task-driving, problem-solving and collaborative and evaluation of process and resource for learning emphasized.As the outcome of the development of modern educational technology, the ideas and practice of IID indicates the paradigm shift from instructional technology (technology for teaching) to learning technology (technology for learning). The essentials of IID is to apply the instructional design theory in education informatization so that the instructional design thought can be injected into the practice of instruction and instructional model can be changed to adapt to the environment of information technology. Via IID, teachers use information technology as teaching tools and developing tools of resource for teaching and learning and guide students to use information technology as cognition tools and problem-solving tools. In this way, the integration of information technology and curriculum can be realized and education informatization can be promoted.But, from investigation, we find that the picture, the practice of IID in secondary education, is not satisfying. Besides, the home research on IID just rests on its theoretical level and there is no an expert and applied platform for IID. So, the development of IID platform is important for the promotion of information technology education and.its integration into curriculum.This paper has seven parts. In the first part, setting from the current research of IID practice and theory, the author presents the significance of the design and development of an IID platform and defines the IID.The second part analyses the theoretical base of IID, emphasizes the hint of system theory, teaching and learning theory for the design and development of an IID platform.In the third part, based on the former part, the author constructs an IID model which is applicable in secondary education according to the procedure of modeling and the construction of ID on lesson level. By the IID model, we can hold the IID wholly, make a operable procedure for the teacher, clarify the relationship between the elements of the procedure of IID, and understand the structure and components of IID.The fourth part is the design of IID platform which is guided by IID model and realizes the function of the platform concretely.The fifth part is the development of IID platform. The author uses the authoring tool and programming language to transform the IID model into the applications.The sixth part is about the testing of the IID applications and its report.At last, the author makes some explainations for the debug in the IID platform and presents the direction to mend it.
