Facing the full enforcement stage of the project for primary and middle school's teachers continuing education in 21stcentury, whether the quality of this project in the lack--developing areas to be ensured? Due to lacking fanace, poor transport, protruding contradictions between work and study, less possibility for teachers' leaving job to go in for advanced studies, meanwhile the single teaching form, backward teaching means and training effectness not good enough nowadays are difficult to meet the needs of teacher training in the lack--developing areas. So it must open up another new way.The modern distance education is just unfording and its educational technical means are advanced. It can break time and apace limit, broad in scale, low cost, has an advantage in optimization and sharing the educational resources.
