Only the above-mentioned three ones bear their responsibility and closely coordinates mutually can the pool efforts and power of the secretary ranks of colleges and universities be impelled and change three conditions that exists in the secretary ranks at present form the root to provide the quality human resource for the integral construction of the administration ranks of colleges and universities and leap-type development of the school.
