This paPer thinks the secretary rank of colleges and whversities is a specialgrouP in the adrninistration ranks of colleges and universities and plays an imPotentpole in administration of colleges and universities. Wth coming of the intelligenceeconomy and gradually deepening of higher-education administration systemreform, such rank Wll face the unprecedented oppoboity and challenge inadministration of colleges and tmiversities. Thus research on construction ofsecretary ranks of colleges and universities has the imPortan academic value andpractical significance.Wth basic principles of management science, secretary study and college anduniversity administfation science, by means of close combination of theory andpractice, this paPers describes the pole of secretary ranks of colleges anduniversities in administration of colleges and universities, reveals and analyzes thestatus quo of secretary ranks of colleges and universities, on the basis of which therational and practical countermeasures are put forward for consttuction of secretaryranks of colleges and universities.Combining the practice of secretary work of colleges and universities for manyyears, the writer summarizes three contradictions in this paPer: Contradiction of themany and the feW i.e. more ones with higher educational background and lowerproportion of ones with professional knoWedge education and training;contradiction of the strong and the weak, i.e. stronger enterprising of individualsand weaker pool efforts of the rank; contradiction of the mush and the little, i.e.more payment and less repayment. This paPer objectively analyzes the causes ofproducing such thee contradictions.This paPer finds out three basic conclusions: it is the precondition ofconstruction of the ranks to get a clear tmderstanding of the situation; it is thenuclear contents of construction of the ranks to imPove comprehensive nAns ofthe personnel; it is the ultimate approach of construction of the ranks to strengthen the management power.This paper conducts trial exploration to strengthening the management power of secretary ranks of colleges and universities and pertinently propose that the nuclear contents of strengthening the management power of secretary ranks is to gradually establish the effective encouraging mechanism that is consistent with the real conditions of this school. However, the key of establishing the encouraging mechanism is to take advantage of three functions: leading function of the leaders of colleges and universities, communication function of the directors of the Headoffice and conformity function of the organization and human resource department. Only the above-mentioned three ones bear their responsibility and closely coordinates mutually can the pool efforts and power of the secretary ranks of colleges and universities be impelled and change three conditions that exists in the secretary ranks at present form the root to provide the quality human resource for the integral construction of the administration ranks of colleges and universities and leap-type development of the school.
