Nowadays, experimental learning and teaching (EL&T) is playing a very important role in modern education. Because of its particularity in realization and the limitation of modern communication technology and information processing technology, it has become a challenge of our research work in how to implement EL&T in modern distance education.Experiment is an absolutely necessary procedure in education. Many subjects are based on experimental courses, especially for some practical courses, e.g. Physics, Chemistry, Computer Compose, and so on. It's very important for a student to improve his/her capability of analyzing and solving problems. However, the key point lies in EL&T. In distance education, because educational institution and students are separated in space, students will not be able to do material experiments in laboratories. It has become a big block in the development of modern distance education. Recently, with the great development of computer technology and network technology, it becomes possible to construct virtual laboratories. So that networked experiment turns to an important aspect in the research work of distance education.Networked virtual laboratory is based on computer technology, multimedia technology, network technology and instrumental technology. Also, the combination of virtual instrumental technology and congnize methodology endows virtual laboratory with the characters of intelligentize. All teachers and students can enter virtual laboratories to do all kinds of experiments freely. Networked virtual laboratories not only can provide possibilities and technique supports for experimental courses in distance education, but also can provide some more instruments to students at all needed time.By using networked virtual laboratories, we can simulate some experimentalphenomena via network. Networked virtual laboratories can develop the effects of distance education. The more important point is they can provide students who lack the chance to do experiments some precious chances. Moreover, they can cooperate with each other via network.Currently, we seldom know there are some researches on networked EL&T. It's the most important that we should research the principle, the mode and the methodology of EL&T in the distance education.In the first part of this article, we analyzed networked teaching and learning and theory of traditional ET&L. They are the theory base of networked distance ET&L.In the second section, we discussed some modes and methods of ET&L, the characters and advantages of virtual experiments.In the third section, we discussed the technique characters and structure of virtual instrument technology, analyzed its implementation in distance ET&L. We point out the function and module of the distance ET&L which is based on virtual instrument technology.In the forth section, we discussed the structure of a 3-D virtual laboratory based on WEB, and analyzed the technique characters and the methodology of VRML.In the fifth section, we designed a distance networked virtual electronic experimental system, which realized the implementation of the parallel interface of 8255.In the last section, we briefly analyzed the disadvantages of networked ET&L and its direction in the future.
