On The Human Resources Development Of Normal Colleges & Universities

21 st century is a knowledge economy era which the human resources determine its development of economy. The essence of knowledge economy is knowledge innovation that makes knowledge main productive factor and the most important forces. The knowledge economy depends on talents innovation, while the training of talents depends on the teachers with high quality. College and university as professional department to develop teacher resources, under the long-term planning system, has formed relaxed teaching style which results in the trainees with narrow-scope knowledge and low technical ability. Therefore, they cannot adapt to the need of modem education (mainly basic education) reform.Facing to the need of knowledge economy to innovative talents and challenge of education system reform in the new century, under the new education system of recruiting students freely, independent management and both choice, college and university teachers can find place to survive and develop unless they lay stress on the quality of the talents and characters.The human resources development of college and university teacher discussed in this paper mainly means the unusual college and university resources with rich knowledge of modern education, certain scientific knowledge level and good at training teachers who can manage in all levels education, and the process of education, management, service which can develop the initial human resources (students) into qualified teachers resources with certain strong body, rich knowledge and technical ability, who can meet the need of society. On basis of analysizing objectively current situation of human resources development of college and university teachers, the strategic meaning to develop the human resources of college and university teachers in the 21st century has been brought forward and the aim and relevant implementation policies has been under the way in order to meet the need of 21st century to quality of teachers.
