In 1960's,French adult educator Paul Legrind demonstrated the idea of adult education systematically, At the same time, American famous scholar R.M.Hutchins also put forward the concept of learning society. Since then,several developed countries in the world have been conscientiously fixing their attention on the establishment of a long-life education system so as to form a learning society.They wish the community members may improve their learning activities continuously.Comniunity is the basic unit for society.Not only does it serve as a carrier in which members live together and take part in various societial activities,but also it become a cut-in point ~as well as the best intermedium for exercising the thoughts of long-life education and long-life learning.On basis of this, this paper intends to regard the learning community as a primary form of the future community education.The author hopes that the concentrated discussion of the conception,history and formation concerning the learning society can be conductive to carry on the experiment of the community education.By means of such trial work,the life-long education system is expected to set up and peffect gradually.This paper is divided into three parts.The first part explains what the learning community means.Having given the differences between community and community education,life-long education and life-long learning plus learning society etc,the author summaries the notion of learning community.Briefly,learning community indicates that it is based upon the life-long community education system and open to all community members.It meets the elementary needs of the members' learning desires with the purpose of constantly improving members'quslities and pushing the sustained development of community, the final aim of which is to build up a new kind of community with all-roundlearning atmosphere.The second part introduces the history of the learning cotnmunity,then analyses the actual state.Through historical review and practical analysis, the thesis sheds light upon the inevitability and necessity to create the learning community.The third part is some ponderations over the formation of learning community.The author here tries proposing a few concrete countermeasures and train of thoughts from three aspects:concept o. system and practice.First,the life-long learning calls for fresh ideologies .Second,the operation of education should be conducted according to law.Relative regulations should made to supply the indispensable guarantee system.Third,the life-long learning community should be established down to the reality.In short, the creation of learning community is a large and complicated project which deals with a lot of elements.On the one hand,it riquires that national economics boom,politics remain stable,culture keep properous and legal system grow perfect, on the other hand,it sets a still higher demand on the transformation of the community members' learning notion,the innovation of school education and the evaluation system of the life-long Iearning.Just for this reason,a awareness of the national conditions and absorption of successful expeiience of foreign community education appears very important and imperative.On the ground of this general realization,it is urgent for us to discuss further those ideological and practical problems about the formation if learning community so that community education can be ushered from the edge into the center of the society.
