Scientific Literacy Education (SLE) is the global educational innovation development direction and the exploration focus upon the chemistry education reform. Therefore elaboration effort upon SLE brings major positive practical significance into promoting course and instruction innovation as well as constituting Chinese school chemistry educational objective system, which is to face the world and future. However in China there is just limited elaboration effort focused upon SLE, especially the subject teaching field calls for more research and attention. In view of the reason mentioned as above, the author of this paper launches out explorative effort in the theory of SLE oriented chemistry teaching and hopes to make some positive contribution to promoting such effort in chemistry teaching reform. This paper first takes retrospect on the foreign SLE origin and development course as well as its theory evolution. In the advanced countries, since it was started of probing into SLE in 1950's up to now, the SLE meaning has been substantiated with the times advancement. And nowadays the SLE oriented systematic reform schedule in scientific curriculums and teaching has been formed in those countries. In China the SLE was first set forth in the mid of 1990's, its significance and importance have been widely accepted, but the instructive systematic theory body is still under constitution. Then the author probes into the SLE development characteristics and tendency, sets forth the definition of nowadays SLE and the profound SLE purpose in chemistry teaching. Accordingly the author describes the SLE theory system in Chinese chemistry teaching and elaborates the methodological foundation from the point of pedagogy, scientific philosophy and the cognition psychology. In the third part of this paper, the author describes the taxonomic elaboration upon the educational objective and practice criterion of SLE oriented chemistry teaching, with more details focused on the SLE educational goal, educational content and the application requirement of chemistry teaching. At last the author points out some problems for the prospective further research effort following this paper.
