From the microcosmic aspects of the administration of primary and high school. Educational scientific research, I intent find out the main problem of the administration of primary and high school educational scientific research in Xiii Yang city through investigation. (1) The idea of the administration of primary and high school educational scientific research is indefinite. Many people think that the administration of primary and high school educational scientific researches the same as research of taking an examination-, publishing articles do a great question for study; Do sth perfunctorily towards the inspection of higher authority. (2) The system of the administration of primary and high school educational scientific researches not perfect. The instates of organizational institution is unstable. The relations among insititus are not smoothly. The functions are not distinct and the limits of authority are not explicit. (3) Regular administration is not perfect and the randomness of the administration of primaiy and high school educational scientific research is very fluctuate. (4) The efficiency f the administration of primary and high school educational scientific research is low initiates of the teachers?scientific research are not mobiled. It can come up to a conclusion through the analysis of the administration of primary and high school educational scientific research. There are several causes of these problems: (1) The performance of the administrative power is insufficient and consider the scientific research incorrectly. (2)Criterion of evaluation is indefinite. (3) Lack of environment and conditions of scientific research. (4)The application and dissemination of scientific research is poor. The purpose of this article is to find out and settle the problem. Using the TI ~STERS THESIS experience of the administration of primary and high school educational scientific research of other countries for reference and select the essence, it can be the most feasible approach which can improve the administration of primary and high school educational scientific research in Xin Yang city. I will put out some constructive frameworks: (1) Transform ideas. Correcting the guideline idea~ recognizing the educational research completely and upholding integration of theory and practice is the critic point. (2) Improve the performance of supervisor. The principal who acts as the header of a school, on one hand, should have better performance of the administration of primary and high school educational scientific research. On the other hand, he or she must possess the performance of administration the school educational research. (3) Build the ensured and motivated mechanism of primary and high school. Meanwhile, the systems of scientific research insurance and administrative motivation should be set up. The ensured mechanism should include the insurance of condition~ timex activities~. professional intelligence. Etc. the motivated mechanism should include motivations of labor~ support~. evaluation~ rewards and punishments~ information ~. achievements and so on.
