Basic education as a foundational project for developing our county by science technology and education, it plays a comprehensive, fundamental and leading role to develop the quality of the Chinese nation, to develop all kinds of personnel at all levels, and to promote the overall socialist modernization. Education information can improve the basic education development in a fair and rapid way, and it is the strategic choice for government. Therefore, the state implemented the modern distance education project for rural elementary and middle schools in 2003. The entire hardware platform has been constructed in the end of 2007. The benefits and effects is the only way to exam the application of modern distance education project for rural elementary and middle schools, with the equipment, technology and resources have access to basic protection. Teachers play is key factor for the project. According to the middle school teachers'requirements and applications for the teaching resources from the project, this study surveyed and analyzed the status of the resource applied in the middle schools in Weinan City of Shaanxi Province. This study was also exploring the internal relations and interactions among all the characteristics from the factors of the project teaching resources and teachers. The aim of this study is to build the resources service strategies of modern distance education for rural elementary and middle schools, with the hope of providing much theoretical guidance to improve the benefits from application of project teaching resources.This study consists of six chapters.The first chapter is about the background, aims, problems, the research methods and some definitions of this study.Chapter two reviews the previous studies on the modern distance education resources for rural elementary and middle schools at home and abroad. Besides, it analyzes the current level and orientation of research and its shortcomings to practically support the further research of this study.The third chapter is about the theoretical framework of this study, namely, the theory of diffusion of innovation, resource integration, resources appropriation, and self-efficacy. By doing this, this study can have sufficient theoretical support.Chapter four clears the design, implementation, sample analysis and data processing of this study in detail. By analyzing the statistics identification the characteristics of different teachers, the study shows the relationship between the factors of modern distance education resources for rural elementary and middle schools and teachers, and analysis the extent interaction among all the factors.The fifth chapter puts forward the teaching resources services strategies of modern distance education resources for rural elementary and middle schools. This strategies including: enhance the quality of teaching resources, develop the push platform for teaching resources, and strengthen the management capacity.Chapter six is about the conclusions, implications, limitations and further research of this study.
