The study of the content of the civic literacy education has been an important part in China's education theory research in the new period.It is not only related to the formation and perfection of modern personality of citizens but related to the overall development and progress of society.The inheritance and integration of the content of the civic literacy educationIt is the urgent need of perfecting the content's system of the civic literacy education and the ideological and political theory. To throughout the development course and current situation of China's civic literacy education,we can find that there still exist all kinds of problems.The main problem is the lack of a perfect theory system,which makes the civic literacy education be lack of theoretical guidance,it leeds to inadequate effectiveness of the civic literacy education,one of the reasons of it is that the the content of the civic literacy education is not clear and specific enough.The scientific and reasonable content system of the civic literacy education the premise and guarantee of the civic literacy education,and it is of great theoretical and practical significance for the implementation of Chinese civic literacy education.Based on the current situation of China's civic literacy education.the article attempts to study and discuss the optimization and selection of the content of the civic literacy education.The first part of the article is to define and comb the related concepts of the connotation of the civic literacy education and basic elements, based on it,the article has analysised the related concepts of the civic literacy education such as ideological and political education,moral education,knowledge education,and it also discusses the position and function of the content of the civic literacy education in the system of the civic literacy education.The second part is mainly to analyse the the development of the content of the civic literacy education,and points out the main elements of education contents which several main developed countries emphase on.And then,it analyses the similarities of the developed countries in the choice of the content of the civic literacy education.it also investigates and analyzes the regulations and documents of designing and selecting of the content of the civic literacy education in China,and attempts to sort out of the basic contexts of the development of the content of the civic literacy education in China.And then,it analyses the problems and the reasons of the content of the civic literacy education. The third part mainly presents the fundamental requirements of constructing the system of the content of the civic literacy education from the aspects of requirements of inheriting traditions of the content of the ideological and political education, the need of absorbing the western education thought the aspects of the requirements and the needs of the development of modern society and citizens.The fourth part is discusses the civic literacy according to the education goals of cultivating the morden citizens.it includes subject consciousness,democratic and Legal concepts, ethical and moral concepts, national spirit,public spirit and the ability of public participation,media literacy,international vision and the sense of responsibility, etc.
