Modern China is in the rapid developing period of social transformation that brings a lot of changes to the society. It is also the era of global economy and information explosion, which encourages China to communicate with the whole world more frequently. In this case, language talents are needed, and the national English quality is also needed to improve. With the English curriculum widely taught in primary schools since 2001, English teachers, as the key element of the primary English education, has been cared about by all the people.The quality of English teacher in primary schools is closely related to the development of the primary English education. At the mean time, the social trends require us to do researches on the quality structure of English teachers in primary schools. So, this thesis tries to build the structure of English teacher quality in primary schools under the background of Chinese social transformation by question analysis, literature review and surveys about primary English teachers in Ningbo. On the basis of the survey result, this thesis also provides some suggestions about improving the quality of English teacher in primary schools.This thesis consists of five chapters. The first chapter mainly introduces the background information of Chinese social transformation. It clearly points out that English talents are needed in this transforming society and the primary period of English learning is very important for raising English talents. However, the current situation of English teachers is not optimistic.In the second chapter, it summarizes many researches about English teacher quality at home and abroad and finds that there are little researches on the quality of English teachers in primary schools in china.The third chapter is the most important in this thesis. According to the conclusions of the two chapters above, this chapter goes on to analyses the characteristic of the primary English curriculum and pupils, then builds the structure of English teacher quality in primary schools under the background of modern social transformation, which is made up by two parts, teachers'basic quality and the discipline professional quality. There is the survey on English teachers in primary schools in Ningbo in the fourth chapter. It finds that English teachers still need improving every aspect of their quality to adapt to the requirements of modern elementary English education.The final chapter is the thoughts about improving the quality of English teacher in primary schools.
