| China finished the first-run of undergraduate education evaluation in 2008, beginning to construct higher education quality assurance system, and in this process, we should learn the best experiences and practices from Europe and the United States. European quality assurance in higher education has absorbed the excellent experiences of the United States and stresses the unity and integration from top to bottom. Compared with China's situation, European experiences have a more important reference value.This paper has firstly done a brief review about quality assurance from the history of universities in the Middle Ages to European integration in the initial period to the Bologna process period. Then the implementation of European quality assurance including the quality assurance agencies, the type of quality assurance, external quality assurance procedures and internal quality assurance in higher education carried out by the European Association for Quality Assurance in Higher Education (ENQA) are described. And then the results and impacts of quality assurance including positive and negative consequences of the European Standards and Guidelines for internal and external quality assurance (ESG), the relationship between quality assurance and institutional autonomy, as well as comments inside and outside the Europe are described. Finally, I put forward three proposals, including the construction of quality assurance standards, building quality culture and conducting quality assurance surveys.Using a comparative study and literature analysis, this paper analyses two ENQA's two large-scale surveys and some related historical documents about the quality of European higher education. Based on previous studies, this paper mainly introduces the status of the European quality assurance in higher education in details and puts forward three proposals on constructing China's higher education quality assurance system, which are innovations in this paper. I hope this paper can lead to more throughout and comprehensive discussion and reflection on the construction of China's higher education quality assurance system. |
