As one of the main body of China's three major S&T innovation, universities has a great advantage in the intellectual and human resources and produces a large number of S&T achievements. At the same time, the topic of colleges and universities conversion rate is being popular but without significant improvement. In this paper, several typical developed countries'transformation models of S&T achievements are compared with those of China. On the basis of that, some successful experience are summarized and listed. Then, this paper analyses the transformation effects and problems of two typical transformation models. DEA method is used in anglicizing technology transfer pattern from both horizontal and vertical perspective. Effective provinces and non-effective ones are distinguished. For non-effective units, we find some main reasons lead them to low effectiveness. According to the relevant data of S&T inputs and the transformation of China's 28 provinces (another 3 provinces'data missed) and cities in 2006, this paper excavates some main factors and bottlenecks that influence the transformation of S&T achievements with Gray Relational Analysis. This paper always analyses the relationship between the research ability of universities and profitability of the C&UC of our country. The research shows that they are merely a little correlative. That research reflects the transformation effects of C&UC. Then, we sum up the problems in the process of transforming S&T achievements in universities. Based on all conclusions above, several optimal models are listed. In the end, against the problems and bottlenecks forgoing, some workable proposals are given.
