Compulsory education is in the fundamental position in national education system, and has effect on the stability of entire education system and the smooth development of education cause. Teachers act as the undertakers of compulsory education, taking up the responsibility of students'development and education fair. At present our teacher resources are uneven among different areas, cities and universities, which has affected progress of compulsory education. This research, kick-started by the teachers'performance pay reform and based on related economical theories, raises teachers'work performance, trains more excellent teachers, alleviates unbalanced problem between supply and demand of teachers resource distribution, and promotes the development of compulsory education.Teacher performance pay, embodiment of teacher workforce's value, is the paid compensation for teachers'provided education service, and is evaluated by teachers'actual contribution. Performance pay at the stage of compulsory education is the important content in the institution reform of income distribution system and strengthening the construction of teachers' team. Performance pay is more incentive and competitive compared to previous pay. In order to optimize the allocation of teachers'team, competitive mechanism and supply-demand mechanism are introduced. Use incentive mechanism in the performance pay reform, which can arouse teachers' creativity and initiative, to solve the unreasonable non-benign flow problem among teachers.The implementation of performance pay can push education reform and cause reasonable and orderly distribution of teacher resources at the stage of compulsory education. Performance pay reform carried on the compulsory education school is paid comprehensive attention to. In the process of implementing performance pay, there will be many related problems. Consideration should be given to each stakeholder, and problems should be properly solved, finally fairness and efficiency of education are realized.This research firstly analyzes status quo of teacher resources distribution at the stage of compulsory education in our country, and finds out the main problems. Then according to the purpose and content and characteristics of pay reform, and combined with typical compulsory education schools'performance pay schemes, the research analyzes disputes and policy risks of schemes, therefore it puts forward related suggestions to optimize the distribution of teacher resources in our country.
